OffenderWatch® Remote Express — Text Message Program
OffenderWatch® Remote Express ("Remote Express," "we," "us," or "our") operates an SMS text messaging program to send registration compliance notifications to registered users of the Remote Express platform.
Remote Express is a product of Watch Systems, LLC / OffenderWatch®, headquartered in Mandeville, Louisiana. The platform is used by law enforcement agencies to manage sex offender registration requirements. Agencies are customers of OffenderWatch; they are not the sender of these messages.
By opting in, you agree to receive the following categories of SMS messages from OffenderWatch® Remote Express:
No marketing messages will be sent under this program. All messages are operational and compliance-related.
Message frequency varies depending on your registration schedule and the requirements set by your supervising agency. You may receive up to several messages per registration cycle. Messages are triggered by registration events, deadlines, or agency actions — not sent on a fixed schedule.
You may opt out of SMS messages at any time by replying STOP to any message you receive from Remote Express. After you send STOP, you will receive one final confirmation message and no further messages will be sent to your number.
Note: Opting out of SMS notifications does not change your registration obligations. You remain responsible for fulfilling all sex offender registration requirements under applicable state law.

Wireless carriers are not liable for delayed or undelivered messages. Delivery of SMS messages is subject to your carrier's network coverage and applicable terms of service. OffenderWatch® Remote Express is not responsible for any failure to deliver messages due to carrier issues, network outages, or invalid phone numbers.
Your mobile phone number and opt-in consent are collected and stored by OffenderWatch® Remote Express for the sole purpose of delivering the SMS notifications described in Section 2.

SMS opt-in consent is collected during your registration intake process, administered by your supervising law enforcement agency. By providing your mobile phone number and acknowledging your consent at intake, you agree to receive the messages described in these Terms.
Consent to receive SMS messages is not a condition of using Remote Express or fulfilling your registration requirements.
OffenderWatch® Remote Express reserves the right to modify these SMS Terms & Conditions at any time. Material changes will be communicated via the Remote Express platform or by SMS notification prior to taking effect. Your continued participation in the SMS program following any changes constitutes acceptance of the updated terms.
These SMS Terms & Conditions are governed by and construed in accordance with the laws of the State of Louisiana, without regard to conflict of law principles. Any disputes arising under these terms shall be subject to the exclusive jurisdiction of the courts located in St. Tammany Parish, Louisiana.
